I try to do this with record on, record off, either way, when I click on a keyframe in the timeline or the 2D window, and change camera and target coordinates, it eventually reverts to the original values, not the ones I adjust it to. How to make camera coordinates change and stay changed?? Anyone....?

The answer is likely in the tutorials, which are down right now...

Is the best way to do this changing the control points in the elevation view?? I am creating a bunch of targets trying to change coordinates of keyframe positions of cameras...

Art,

Be in the camera/animation inspector. Start recording. Drag the orange ball in the timeline to the keyframe where you want your changes done. In 2Dview window you change the position of the camera target. Stop recording and play the sequence to see if the changes are recorded.

That is how you do it?

That is in fact THE way to do it. Sliding the timeline ball to the keyframe, with record on, is the easiest way to edit the keyframe desired (not accidentally creating a new target) and only way these changes stick. Thanks!
